The new Central Harbourfront is a component of Hong Kong’s Central District (Extension) OZP S/H24/6 and Central District OZP S/H4/12 schemes. Bounded by the Hong Kong Convention and Exhibition Centre Extension to the east, the Connaught Road Central/Harcourt Road corridor to the south and Connaught Place and the Airport Railway Hong Kong Station to the west, the site extends to Victoria Harbour to its north. Inherent to the parcel is an east-west waterfront promenade and three north-south design corridors linking the city to the Harbour. The land use framework included an emphatic requirement of meeting community aspirations for extensive public open spaces and a fostering a vibrant new character for the harbourfront.

This study achieves the aim via quality mixed-use development set within a lush landscape. Spaces for festivals and celebrations and a number of new public facilities are integrated into the plan. Waterfront plazas are provided near the re-provisioned Star Ferry Pier and the Civic Deck area.

Sustainability is another major theme of the design, and was seen as an important factor in contributing to economic vitality, infrastructural capacity, and preservation of local heritage.
